You could always skip bulkheads altogether and use flotation bags front and rear. Barring that, I'd add drain plugs, and provide small vent holes too. Heck, I'd combine the two by providing a 1/4" to 1/2" notch in the top center of the bulkheads, or at a sheer line (you want a smooth drain path). I'd want to keep 'em as small as possible, yet still allow water to drain out in a reasonable amount of time.
