Vellum generally won't work because it's too thick. I tested a couple different sheets of vellum in various shades of white and off-white, all were visible after wet out. Go with the rice paper. You can put it under glass or just under varnish if you decide on it late in the build process. Apparently people have had success with both. If I actually decide on a design, mine will be under varnish only. I would expect it to last better under epoxy and varnish at least, but definitely so if it's under glass.
