Bubbles gone white?

Me again with another question about the WR164. After the 2nd epoxy coat I had some bubbles in the glass, so I used a 320 grit to lightly sand the hull, and the bubbles, while nice and smooth, have now turned white.
My theory is that when the top of the bubble was sanded off, some of the epoxy dust got into the crater that was left. Does this sound right, and do I need to be concerned about it? Can I just put the next coat of epoxy over this?
I tried wiping the hull, but the white does not wipe off, it is below the level of the surrounding glass.
