i use a simple, broad, flat, relatively smooth (not very abrasive) wood file. i don't actually file on top of the copper...but cut into it from the side. one stroke and takes it take it right off without a lot of risk of damaging the wood.
the rasps i have are way too abrasive, in my opinion, for this kind of work. i thik 60 grit paper is also pretty agressive for any non-glassed panel sanding. it simply doesn't take much to severely scratch or cut through a 1mm veneer.
however, it you know you are going to paint the hull....you can be afford to be less careful....cause all this cosmetic...and won't effect the structure.
