3 1/2" is bigger than I'd allow, I bet 1" overhang wouldn't matter, that area is mighty strong with a 24mm coaming stack . Think of it this way, the aft deck of a kayak has to be able to sustain the weight of a paddler climbing across it in rescues. At the area of highest stress at the forward edge of the aft hatch there's an extra 8mm of ply with nothing nearby except the sides of the hull.
