All of the above and :

Sand it with very fine paper to rough up the surface for improved adhesion. You can use acetone to wipe the boat down (assuming you do not have any varnish on it) otherwise do not use acetone because it softens varnish - use a recommended solvent according to the paint can instructions.

Once the boat is wiped down you can paint to your heart's content. I use electrical tape to tape off any designs I want to make then remove it once the paint becomes tacky. Any areas where the paint has seeped under the tape can be carefully scraped off using a razor knife.
