The force generated by the plywood trying to return to it's "natural" flat state would far exceed the epoxy's ability to keep it in the shape you're trying to set by strapping it to the deck. I glassed my deck, and epoxied the underside before cutting out the hatch openings. The scrap from the deck cut outs returned to flat, even with glass on one side.
