To get a good bond epoxing to epoxy The fill coat would have to be green (dents under fingernail pressure, 2 to 3 days of cure max. with no blush) or is sanded. When sanding seal coated wood do not sand through the epoxy to bare wood as it does not wet as dark the with the next coat of epoxy. It does take more force to bend epoxy sealed plywood and even more force to bend glassed plywood.
