metered pumps

I just successfully finished a kayak last week and started one this week. I thought I was blessed not having any major problems on my first build. Since starting my new Arctic Hawk build I noticed my resin and slow hardner aren't being used at the same rate. I'm using new pumps and put the system three restrictor on the pump to make it a 1pump to 1pump ratio. Is it just me, but shouldn't they be used up at the same rate. There is about an inch and a quarter more in the hardner
