Additional Coats

I sometimes notice that people refer to putting oin a second, etc., coat of Brightside without sanding the previous coat. I always thought it necessary to lightly sand to obtain adhesion. Is it possible, in fact, to apply aditional coats without sanding, and if so, is this only within a certain time frame?
