If I'm understanding the question correctly, you want to keep the board from floating up. Back when I was racing lasers we had a short piece of bungee cord attached to the top of the dagger board and the base of the mast. Our problem was the opposite, we wanted to keep the board up on downwind legs. The bungee cord put tension on the board and kept it from sliding. It should also work to keep it from floating up.
