Yes. My understanding is that the poly added makes the paint a bit harder and a bit more glossy.

No, paint will not fair the scarf area. Best to do it now with epoxy and microballons. Once the area to be faired is fully sanded then coat it thinly with epoxy (use a roller) then mix some microballons into the epoxy to make a non sag putty. Apply it over the area with a big plastic bondo spreader. Let it cure a day or two then sand. You might need a second application. Use good light to be sure its smooth and also use your fingers with your eyes closed. You can sometimes feel stuff you can not see. Note that once done and sanded you need to give the faired area a coat of clear epoxy to seal it.
