Fish this with MC-13?

Okay, this photo is a more realistic representation of the worst water that I might fish, if safe. What I'm trying to determine is; what is reasonable water for a novice/amateur to be in while paddling a MC-13. I'm on a fixed income and won't be around for too many more years. I've never owned a boat of any kind. Due to health and income, I have one shot at owning a boat and would like to do some fishing in these last years. I already own a PFD and won't go on the water without it. There are some high mountain lakes with very cold water however so I don't really want to rely on the PFD. In other words, I don't want to be dumped! I'd have to cross these lakes to get to the far shore on occasion and would like to know if it's advisable to cross lakes such as this or are MC-13's suited only for use close to shore? Any and all help and suggestions are greatly appreciated. Thanks, Pierce
