Prepping exterior of hull

I'm building a CH17LT , and need to shave off about 1/8" of the keel at the bow and stern during the exterior hull prep to make them match up perfectly. I've got a block planer, as well as a random orbital and belt sander, but wanted to hear some suggestions on what tool and how to do it before I start the job.
A second, unrelated question involves the forward deck beam. Is that supposed to be 16" radius as well, the Assembly Manual doesn't address it specifically.
