Bad taping fillet images

Hi again. This time I have tested the url where the images reside. If it doesn't show: sorry and forgive. The first two images show the condition as they are. The third image shows where I have sanded with an ROSander, 60 grit, 45 minutes, used 5 discs, 1-1/2 feet(approx.) length. This shows that there are many small areas of bare wood. Don't think I'll elect sanding. I looks to me like I'll have to grind down tape and fillet, to a fairlly smooth condition where it will accept 3" tape with full contact to wood and filler fillets. Any suggestion for removel/fairing-out?
