I have anecdotal experience that's tells me differently. Gore-tex is good, but there are several other manufacturers out there doing work that is just as good. Some of the latest generation stuff from Gore might be better, but I don't spend the money on it to test that theory. I'm satisfied with the copy-cats for half the price.

That said, Gore-tex is good at what it's designed to do. My military issue Gore-tex gear was awesome. Unfortunately I was short-sighted and got rid of it all a few years back, before I got into cold weather camping and such.

I think I've seen a couple of paddling tops that were a thin layer of Gore at REI but I may be incorrect about that. Certainly for your legs, any pair of Gore-tex pants you can pick up at a Surplus store will be pretty good. If you can get the full side zip pants that the military actually uses, they're awesome.
