Attaching deck first...

Unless Eric wants his deck prematurely "permanently" attached to the hull, he should not attach the deck. Your idea is good for ensuring that the hull is perfectly fitted to the glassed hull though. That said, if he tied the hull together properly, the hull will be the proper shape regardless. He can't twist the hull unless he sets hull on a surface that is not level, not once he has glued the deck panels together already. The only problem he risks is glassing the hull so that it is naturally in a wider or narrower shape and even then, it won't be much of a problem unless he makes some kind of gross error.

I suppose he could tape the sheer joint before attaching the deck but the risk of joining the deck to the hull is still high.
