Is this in a kayak? In every kayak we've ever built, we left the wires in forever, simply clipping off the outside twists and sanding the remainder flush. As long as you're fiberglassing the hull there's no technical reason to remove 18-gauge wire.

They DO need to come out in the Lapstitch boats, or out of giant (non-CLC) stitch-and-glue boats that use really fat wire in the stitches.

There are various schemes; blowtorches to heat the wires, or applying electricity to heat the wire, so that you can slip it out of the softened epoxy. Both approaches are tedious, time consuming, and potentially dangerous.
