80 grit sandpaper---lots of it---on a reasonably powerful random orbital sander. Grind away until you've "feathered in" the loose edges of the fiberglass tape.

Another layer of (smoothly applied) fiberglass tape is ideal but the old hardened fillets are going to have to be pretty smooth or you'll end up with a lot of air bubbles where the new tape didn't adhere. One ponders applying fresh, clean fillets over the old rough ones, but you might be adding weight and not strength.

Without seeing it with my own eyeballs I'm just speculating. A digital photo sent to the Technical Assistance address here at CLC would be a big help in making a prognosis.
