Bad taping of fillets

Jus inherited a MillCreek 16.5 hull with bulkheads in place, I need to do the rest. Tapes (inside hull) on fillets with resin but, most of the f/glass tape edges are not adhered to plywood. Yes, the tape is filled with epoxy but not laying flat on the wood (not adhered). Any ideas how I should proceed? Grind, cut, dremel the free standing tape off and re-do? Which tool to use,etc? You will receive blessings aplenty for good answer.Maybe even win the lottery. tks raul
