I would cut a piece of wood to serve as a base plate for the rail first. It should be one inch longer than the rail and two inches wide. Once the glue is hard then you can drill the screw holes and install the rails for the footpegs. This is the Waters Dancing method for installing foot peg supports. CLC might have a different way. Using wood strips is a stronger way to do it.
