I was thinking about fastening the bolt to the backing plate prior to installing the deck. Then I would drill-fill-drill a hole in the deck where the bolt comes through, glue the deck and seal it finally with a silicone when attaching eye-nut.

At the other hand maybe it's all to risky. Perhaps it's better to make this eyebolt or padeye the weakest component since it's better that this one fails then that the boat comes apart.
