3M Super 77 Spray Adhesive (from the home supply stores)is the stuff to glue Velco to minicell. Or to glue minicell to the hull. It is stronger than the foam.

I epoxy the hooks to the hull and 77 the loops to the foam. Buy the no PSA Velcro from a yardage goods (sewing) store.

I have had zero problems with the Velcro pulling off and I remove the seat after every paddle to avoid the black ick that grows under a wet seat.
