One of the properties of polyethelene that makes it such a great material to work with in some respects, kills it for others. You ever notice that all of your gas cans are made out of the stuff? That's because it's incredibly resistant to chemicals...including adhesives. I know there are some industrial primers out there that will surface treat it to allow adhesion. My company uses them. Whether or not there are any out there for consumer use, I'm not sure. My best guess would be an automotive supply store that deals with paints. There are ways to permanently dye these plastics, so it would stand to reason someone's put a product out there that that enhances adhesion of the dyes. Short of that, contact cement may be your best bet. Sorry I couldn't be more helpful.
