The keel line should be a long, shallow, even curve from bow to stern. Tightening and untightening wires, pushing and prodding, you will get it to there. (For a visual on what you're after, rest your cheek on the front page of the plans and site the keel curve in the elevation drawing; it is accurate on the plans.)
Depending on your obsession level this can take more or less time. Usually takes me 20-30 minutes to fair the keel line depending on how many phone calls I get.
