Interesting. At the big boatbuilding yards where they have paint booths---and also in car and airplane painting operations----they have a widget called an ionizer that neutralizes the static charge on surfaces about to be painted.
Anyone who buys an ionizing gun to treat their kayak kit earns the title of Truly Obsessed. Here is much more about static electricity and surface coatings:
