Tack rag.....EEEEEEEK!
I'm 99% sure that's what did it to you.
Use lacquer thinner this time for the wipe-down (after you sand). And watch the ventilation as you use that dreadful stuff. But the lacquer thinner is a very strong solvent free of contaminants, so with a clean rag you'll purge the surface. It's like reformatting your hard drive when you've been having surface contamination problems.
