If you are certain your dimensions are correct then center the bottom in the bilge panels by loosely stitching both ends together then placing over the bottom. Where to start stitching the MC's comes up a lot on the forum. As I recall its not at all clear from the plans. I built a MC13 from plans too. How it all fits will change after its stitched so don't be too hasty judging before its stitched since the bilge panels wrap around the ends of the bottom more than you think. My guess is you are just fine.
