Bulkhead fit & Deck beams

Just building a CH17, and the hull is stiched, awaiting bulkheads. He cut the bulkheads accoring to the pattern, and they fit well. The question is are they supposed to fit snug or loose. Also the plans only call for a forward deck beam, not one behind the cockpit like on the Cape Charles. Any comments?
