Layout of the rear panel

Hello:
I'm at the initial layout stage of a Chesapeake 17', and want to know if I need to start the rear panel layout measurements 1 1/4 inches in from the edge of the plywood to accommodate the mid section scarf? I don't want to be out with the offset measurements from the baseline.
If so, presumably the rear scarf for the extra material needed for the 17 footer will require 2 1/2 inches added to the tail-piece to wind up with the required overall length?
Any advice on this would be most appreciated. It would be a drag to bugger up at this stage!
