I've screwed the plastic footpeg rail to a piece of wood (same wood as I used for the shear clamps) sealed with epoxy and then the whole thing epoxied onto the hull of my 16. Seems fine so far. My flatemate did a simliar thing with his Yare, however he used a triangular in cross section sheer clamps, which combined with the geometry of his boat in general so was able to attach it to that instead (see attached picture).
