don�t know nothin about this, truth be told, but i will give my best guess. A hydrofoil will have better lift to drag ratio the higher the aspect ratio. that applies to your hammerhead approach, since the foils would be mostly submerged and acting as normal hydrofoils. Don�t know if it applies to the latter approach, which might be more of a planing surface (above water), not a submerged hydrofoil, and they prob. have their own equations, which I don�t know anything about. But if you want low drag and plenty of lift, i suspect the hammerhead is the way to go. the longer they are relative to their fore and aft width, the more efficient.
