I've built and registered three kayaks with the IDNR and have had no problems. On the DNR form under "Hull Identification Number" put NONE, like the instructions indicate. The DNR will assign you a number with instructions on how and where to apply it. As for the sales tax certificate, I see no request for it on the form, if you put "Home built" in the box "Manufacturer Name" that should resolve the need for a cert.
