Illinois registration

Anyone in Illinois had to deal with the Department of Natural Resources in getting a sticker for your kayak? I'll spare you the long-winded horror story but the problem comes down to the DNR requesting a HIN (hull identification number). I, like you, built my boat. It has no HIN. They also want a sales tax certificate. Once again, since I built this boat here in Illinois I didn't purchase out of state, thus no sales tax certificate. I've had the DNR officer actually come to my house and say "pretty nice boat" but didn't really inspect anything. Just looked at it. He recommended writing CLC for a HIN. Any suggestions would be appreciated. This whole mess has taken 6 months. Only a few left till summer so I'd like to get it legal. Thanks, Greg
