First Kayak Air Bubbles

This is my first kayak and after epoxying fiberglass on the hull, I got some air bubbles. I worked them out. I went back after a few hours and there were more air bubbles. The epoxy is now very tacky. What is the best way to deal with these dried-in bubbles and other imperfections? I'm assuming sand and recoat with epoxy? I'm still working towards a varnished finish.
