Sanding primer is to make it smooth not necessarily a uniform color. If it needs more primer after its smooth then apply another coat of primer. Sand that coat lightly - just enough for adhesion of the paint.

The two part primers are very tough and therefore hard to sand. I am not sure if Pre-Koat is a one part or not since I normally use the Barrier Kote. It is a two part and extremely tough.
