Since the balloons are inert waterproof plastic embedded in an epoxy matrix on top of an epoxy substrate you don't have to seal them for waterproofing. The only reason to seal them with epoxy instead of primer is if the primer bonds better to epoxy than phenolic. Otherwise, go with your personal preference.
