Chris,

Have you considered making a removable "bed" to attach to the desk. You could make the bottom fit the deck radius and then give the dogs a flat surface to lay on...maybe even pad it a little bit. I don't know about a seat belt or the dog being able to back into it from the water without assistance, but you may be able to make a sort of rope ladder for them to climb up as well....
