CLC sets a cookie with the following info:

name%3A%3A%26email%3A%3A%26listtype%3A%3A%26listtime%3A%3A%26lastmessage%3A%3A%26lastvisit%3A%3A%26thismessage%3A%3A48462%26thisvisit%3A%3A1100287770%26timestamp%3A%3A1100287770%26wantnotice%3A%3A

that appears to be used to determine if any new messages have arrived since your last login. If so, the index is rebuilt with the word new in front of the new posts.

You can verify this by exiting IE, deleting all your cookies and rebooting. Set your IE options to prompt for cookies, come to the forum, refuse the cookie and you get no messages marked new.
