What were you epoxying? I assume there wasn't any fibergal involved. I didn't see your first posting.
Actually if the epoxy underneath was mixed correctly and then now is cured then vinegar will not attack it. Since that's the best solvent for resin or hardener then I'd scrape off what I could and then scrub with vinegar. Then was with dilute soap and water then rinse liberally.
