That stepped deck sounds a bit more complicated than may be necessary, Lee. But it might look interesting.

Anyhow, I've added a good amount of foot room to the little 14s I build simply by raising the shear panel height 1" to 1.5". Wasn't all that hard to modify the plans.

Some folks simply try to tighten the radius of the deck beam. But that won't give you anymore height where you really want it.

Now there use to be a custom in the Orient of binding womens' feet to make them smaller. Drastic and painful, admittedly, but something to consider if you don't feel like modifying the plans.
