rough hull coating

I just painted my hull with a metal flake paint...the finish is very rough...will this slow down the boat...whitewater boaters have a theory that a new smooth boat is slower than one with a rought surface...some even sand a new hull...the idea is a rought surface causes surface cavitation and slips by the water...while a smooth surface has to fight surface tension...this is why both shark and dolphin skin are as rough as sandpaper..anyway...what is the verdict...a smooth as silk hull or rough...the verdict will dictate if I need to urethane coat the paint...which will add some wieght.
