You might try calling Wooden Boat at 1-800-877-5284 and order up back issues 136 and 137 with "Building the Mill Creek" by Chris Kulczyki (the designer of the MC series). As I understand it the MC 16.5 (which I built and love) is a stretch MC 13 (addressed in the article). The lines are laid out in # 136. Besides Wooden Boat issues old and new are worth reading and keeping. Two plus years later, I still refer to my plans and I question the ethics of reselling CLC/Chris's plans anyway.
