Peter,

Some folks just live with the dust bumps. I like a finish that feels as good as it looks, so I go over it with Starbrite boat polish. This knocks the gloss down a bit also, which reduces glare. An auto compound would work just as well, but try to get one without wax, as you then have to get it off before you revarnish in later years. Also, try to avoid products with silicone, which makes revarnishing even more difficult.

As for the runs, thin your varnish with lacquer thinner, apply very quickly and very thinnly, and you should get few, if any runs or sags.
