Varnishing & painting.

I have read two things on this:

A) (from the book) sand until you have some nice even whiteness, then clean off the epoxy dust and start to paint. (Will that get rid of the opaque whiteness left by sanding?)

and

B) sand until you get the nice even whiteness, then add another layer of epoxy, then as it is just tacky, start to paint and varnish.

What should I do? I am more inclined to A) as in my previous epoxy experience, I am not all that good at getting it on smoothly where I don't have to sand it.
