installing a rudder

I've just started my Chesapeake 17....finished all the scarf joints and am waiting for the epoxy to set up. I will be installing a rudder and wondered what is the best stage to do this? I know you can add it to a finished boat, but I wondered if there were any steps I could take during the construction to make the installation easier.
