I use that blue painters' masking tape. First I outline the area that I want to cut out with tape, then I cut down the tape's center.

At this point the threads are immobilized. Use your favorite installation method (pre-wet & install, wetout in place, etc.) and wait until the epoxy cures to the "green" stage (Flexible and tacky, but the threads are bonded to each other). Then use a razor or exacto knife to cut off the masking tape. Push the loose ends of the glass down and smooth them into place. If the epxoy is at the correct stage of cure, the tape will stick and blend in. Sometimes you may need to give it a light brushing of fresh epoxy to make it stick.

Haven't had to deal with glass snot since I started using this method.
