amien blush??

I've put the final coat of epoxy on and I'm now sanding it. It seems as though the top two layers of epoxy are peeling off!! It might also be just amien blush, but I don't think so because under the peel is the fiber glass. The more I peel it the more it needs to be peeled off. What on earth should I do? I thought of maybe just re-epoxying the area. Thanks, Jamie
