If it rewets clear it means you have currently touched (sanded into) the cloth. Varnish also does a fair job wetting out the touched glass. However, I always add a final epoxy coat after final fairing to hide the glass and fill the 60 grit scratches then sand starting with 100 grit and then 220. If you want the long term perfect finish you need to have a full epoxy cure before final sanding. As epoxy cures, especially heated (on a roof rack) it flows and imprints the fabric weave on the surface. If you are taking the time for a super finish take the time first for a good cure.
