Dennis,

Don't think it is in the hardner. The fisheyes I am seeing are completely bare spots about 1/16" in diameter. As I mentioned, if you rub your finger across it, it seems to be greasy. Thus I think I have gotten something onto the surface and it refuses to let go.

Yes, my plan is to go back and do some serious sanding. Hopefully this will up root the pesky mystry material so I can get on with the completion of my deck work.
